Rules work Intermittently

I only have 3 simple ones, sometimes they work, sometimes they don't.

Then I right click on the email and apply the rule in question, and off to
the junk folder...

Running 11.2.4

Anyone??!?

So, when I right-click on the message, and select Apply All Rules, the rules
does not work. But when I right click on the email and apply the rule in
question, it works (moving it to the junk folder).

Which means that the rule works, but that they aren't executing properly;
either manually when I select all rules, or automatically.

The rules seem to work occasionally automatically, but not
normally.

Any idea why?

Is the message being caught by an entry in the Mailing List Manager? If the
mailing list is configured so that "Do not apply rules to list messages" is
checked, the rule won't run automatically, and the behavior you're seeing
will take place. To correct that, uncheck that option.

If that's not the case, it's possible that the message is being acted upon
by another rule higher up in the list (they execute from top to bottom).
Try moving the rule to the top of the list so that it runs first. See if
that corrects the problem.
