if you running outlook only alone, without Exchange, it must be online!

A very good point Brian, perhaps what I need is to know how to force the
"client only" element off. Can this be done?

As Andreas said, if you are connected to an Exchange server and your default
delivery location is on that server, then many rules can be server-side
rules. Here's a description of what causes a rule to be client-side or
server-side:
