Is there any way to copy rules form the POP accounts to the Exchange account?

There isn't, unfortunately. You will need to recreate every rule from
scratch. You may find that this is done more easily if you take screenshots
of your current rules and then keep them open right next to Entourage as you
create new Exchange rules.
