Running SLOW/Freezing up

My Outlook Express has been acting crazy the last few months. Lately, it's been REALLY slow and freezing up when I start up the program. NOW when it checks for mail, an icon appears in the system tray area of "mail behind a blue siren". One time it was a "black siren". I've tried to right-click on the icon and double-click on it, but nothing happens. Can anyone help? It is driving me insane!! I have no idea what has happened to my program..
