Safe Senders still in OL2003 Junk folder

I often get emails from people I work closely with that end up in my junk
mail folder. I've added them to the Safe Senders list, both their domain and
their individual email address. Different emails from these people sometimes
show up in my junk folder and other times in my inbox. Junk mail protection
is set to Low. I'm running OL2003 SP2 with all the junk mail filter updates
that Office Update can find. Any ideas? This has bugged me for a long time...
