Safe Zones

I am trying to open a .xls file from within our intranet -
I would like the file to open without being prompted for
the "Do you want to either open this file, or save it to
disc?". I understand why this cannot be achieved for files
available on the internet, but is it possible to have this
happen within a designated 'safe zone' - ie the intranet?

Would this be governed by an internet explorer setting, or
is it in the front page setup and code?

Controlled by the browser and whether the user has Excel (or an Excel viewer ) on their PC
