Saved Import of XML via HTTP

I am having a problem in that a "saved import" works when the Source
is an XML file, but not when it's a URL to an XML file.

The URL method works fine when performing the import through the
wizard, but saving that successful import and then trying to run it
fails with "The specification failed to execute. Try re-creating the
specification."
