Scheduling in multiple time zones

When setting up a meeting in Outlook where attendees are in multiple time
zones (PST, EST, CST) Are all the busy or open time slots reflectent of
their time zone? do I still need to convert that available time to the time
zone where the meeting will take place . In other words do I still have to
convert an available time in CST to match an available time in PST and EST?

No. Outlook always does that for you. The free/busy information you see for
different users is based on concurrent times.
