Scheduling task for rolling up position periodically

Hi all,
I'm going to creating an aplication for a scheduling task.
Scheduling task that always rolling up periodically every
two weeks.And used for tracking somebody position
in a certain times.I'm not sure,is access is the proper
application for this or not.

OK let start it.
I have the data like below.
Position : A B C D E F G H
Personnel: 1 2 3 4 5 6 7 8

Then after two week it become :
Position : A B C D E F G H
Personnel: 2 3 4 5 6 7 8 1

Then after 4 weeks,it should be
Position : A B C D E F G H
Personnel: 3 4 5 6 7 8 1 2

and so on.And I want to be able to tracking somebody
position in a few days ago or in the next 1 month.

How to start it.Thank's for advise.
