screen / web display resolution (optimization???)

Hi,
I'm doing my second website (the first was well over 3
years ago!!) but I've encountered a problem that I don't
recall having on the last website.
I created my new site with my PC's display settings at
1280 x 1024, but it looks AWFUL on a PC with a 1024 x 768
display setting!

Is there a way that I can get Frontpage 2002 to optimize
(or re-scale) my webpages?

Set tables and images to use a percent of the screen as
opposed to a fixed -pixel size
