Does anyone know a link to a tutorial or an explanation of this file?

It's JavaScript code that's referenced to within PowerPoint's HTML output
code.

Based on the questions you are asking for the last few days, you should try
to contact someone at the product development team at Microsoft rather than
asking them here in user-to-user supported groups.
