ScrollBar Control appears as blank space

In Access 2000, I added a Microsoft Forms 2.0 ScrollBar control to a form.
It works just fine but with one glaring exception: when the form is first
opened, the area where the control should be is just a white rectangle.
Even the Detail background color is gone from this area.
(The border and control-tip text are visible). The form is showing one
record from a table of data. When I press the pgup key and the form moves
to the next record, then the ScrollBar control appears normally. The same
thing happens with a Forms 2.0 SpinButton that I tried.
