Your messages will stay in your Outbox until they are sent. You don't
need to (and can't) adjust anything. Unless you're sending messages with
multi-megabyte attachments then sending should be fairly quick even if
your cable Internet connection's traffic is heavy.
You can adjust your Tools --> Schedules... to shorten the Send & Receive
All schedule to connect more often but you shouldn't need to just for
sending.
I suspect you have something else causing the problem. If you're trying
to use your ISP's E-mail service then check whether or not you're
authenticating to send mail. If you're a laptop user then you may have
used settings that require authentication for sending while you're away
from home but this will cause delays when sending while you're already
at home. Try using no SMTP authentication while at home.
