Send and Receive errors

I have a client that when he chooses a certain user from the internal company to send to, the email, periodically, gets sent to everyone in the company. Looked at distribution and security. All looks OK.
This user sending the mail has rights to see everyones mail. Nobody else has this option.
Any suggestions would be greatly appreciated
