Send email to task owners based on percentage completed and contrain type "ASAP"

I am looking for a macro where I can run and send an email to all owners of tasks that are 10% completed and the contrain type is As Soon As Possible.

Do anybody have one done or have some ideas to share? My MS Project is 2007 Professional but I do not have Project Server.
