Send fine / Receive not so good

Setup:
Outlook 2003 (Exchange 2003 / 3 pop accounts, all located on the same server)
Windows XP
IE7 Beta
(all MS Products have the latest service packs or release)
Norton AV
Symantec Client Security

I am getting the infamous 0x800CCC0F error when trying to get mail. I've
read through the threads and have tried the following, in this order:

Disabled Symantec CS. -No joy
Disabled NAV. -No joy
Created new profile. -No joy

I don't know what the problem could be anymore. The only recent changes I
have made to my system are the installation of IE7 Beta (but that was a week
before I had issues) and the installation of a Cingular Air Card (1.8MB in
Denver over the air baby!!). I would rather not try to go backwards with IE.
I've tried that before back in the day and learned my lesson about
regressing IE, plus I just don't think that is the problem. I will try the
air card, but don't see how that could be it.

Any ideas?
