Send mail to one recepient while forwarding to the other in outlook 2000

Hi All,
I have to implement this feature in outlook 2000. Our helpdesk
receives emails about the issues and dispathcer assigns those issues
to suitable support engineer via e-mail and sends another e-mail to
the client about the engineer's information. I have to automate this
process such that dispatcher has to assign the issue to engineer and
same time an automated e-mail should reach the client about the
engineer's information (contacts, phones etc...) through the same
e-mail.
Is this feasible in Outlook 2000. Please suggest how to implement this
?
