Send messages to outbox but delay send

In outlook 2002 i used to be able to write an email and then press
ctrl+enter to send it to the outbox but have it wait untill i hit "F5"
or "send and receive" before it sends. I have just re-installed
windows and outlook 2002 and now it wont work. How can I change this.

Uncheck the "Send immediately" option on Tools>Options>Mail Setup.
