Sending email from web

When I send a link from the web using Outlook Express it goes right away
without me having to open Express.

But if I use Outlook, it won't send it until I open Outlook.

Is there any way to send a link from the web using Outlook without having to
always open Outlook??

Not really since something has to open Outlook to get its transport engine
going (even if that something opens Outlook hidden)
