Sending messages in HTML

I can't figure out why this is happening-but when I send
email in HTML format it always arrives in text format.
I've checked my settings in outlook and everything looks
ok. I am suspicious that an exchange setting somewhere
is the cause. I receive email in HTML format from others
successfully. This happens with Outlook 2002.

I have this same problem, and in fact would like to know

how to create and "LOCK" a message so that it stays intact
when sent . . . and re-sent. . .I thought HTML format
would do it.
