SendMessage Error 429

The sendmessage code below in a form causes error 429 "ActiveX
component cannot create object".
SendMessage "(e-mail address removed), word.doc"

This happens for a user running Outlook 2007.
It does not happen for a user running Outlook 2002.

The user with the error has a reference to Microsoft Outlook 12 object
library (msoutl.olb)
The user without the error has a reference to Microsoft Outlook 11
object library (msoutl.olb)

Any advice is appreciated.
