Service pack 1 will not install Error 1406

I have tried installing this upgrade both from Microsoft Update and as a
stand alone download but I just get a message, after a long installation
run, installation failed error 1406 cannot write to
Word.Document.8\shell\edit\command

I have tried the fixes to permissions given by Microsoft for this error to
no avail.
Analysing the registry I see that Office 2003 Web Components is still
installed. Should I remove them?
Or is there a specific fix
