Shadow settings toolbar will not display when selected

The shadow styles are working and I was able to create a shadow. However,
when I clicked on shadow settings area the toolbar does not appear on the
screen. I tried clicking on it in "view toolbars" and nothing happens there
either.

Perhaps whatever you have selected is not shadow-able (and we both know
that's not a real word, now, don't we? hee hee).
