Sharing a workbook

I have several users who are able to access the same workbook from the same location even though the workbook is not set up as a shared workbook. The users do not get the message that the workbook is already being edited etc., so do not open it as a read only copy. They have full access to the workbook and are able to make changes and save. Why?
