Signature jpg does not send

Outlook 2003: One of my clients scanned his written
signature into a JPG file. We added this JPG to his text
signature. It looks fine in Outlook, Tools, Options, Mail
Format, Signatures. However, when he sends an email with
this signature, the JPG is removed and there is a
rectangle in in its place. It seems that Outbind might
have a problem. Or it may be something else. Ideas?
