single web page can be viewed without publisher?

I've created a newsletter using publisher 2003, I want to send it to people
in single web page (mht) format. Will those without Publisher be able to
open and view the newsletter in that format?

I have a multi page newsletter in which the main page have hyperlinks to the
other pages. I read that single web page can allow me to send just the first
page of publisher with the links activated so that readers can click to
continue to read other page. but then i was afraid that those without
publisher wont be able to open the attachement. Does anyone knows know a
better way?
