skill map

I am trying to create a skill map for an organization. The basic idea is I
want to depict the level of a skil that is needed in, and give the employees
direction as to where to go to fill the need (online classes, instructor lead
classes, self study assignment, ect). Since there are alot of skills (broken
into attitude, skills and knowledge) for each job role in an organization the
currently layout I have is not user or reader friendly. Wondering if anyone
else has a simlar project to use as a templet, or ideas to depict in a eye
friendly and easliy understandable way.

A search in Google revealed this page.. it is a skills map for a UK
organisation.. I would not have thought that there would be much difference
regardless of nation..
