SMTP error 0x800CCC0E

After re-installing windows I am getting the following error when I am
trysing to send e-mails:
The connection to the server has failed. Account: 'absamail', Server:
'smtp.absamail.co.za', Protocol: SMTP, Port: 25, Secure(SSL): No,
Socket Error: 10061, Error Number: 0x800CCC0E

It worked correctly before the re-installing. The incoming POP3 works
but I am getting the same problem with outgoing mail on ather email
software as well. Can anybody help?
