solver missing

I'm working in Excel and have loaded the solver feature. I have it selected
under add-ins, but it does not show up in the Tools menu. I did a repair of
my installation, and everything looks fine. I just can't find it. I also
don't seem to have access to the analysis pack. Same issue. Can anyone
illuminate this issue?

This may not help, but:

Tools > Customize > Options and check always show full menus

This will help if the full pull-down menu display is tardy.
