Some Outlook features disabled - how to re-enable?

Recently, two features in Outlook 2003 SP2 have stopped working:
* Auto-formatting of phone numbers - Now phone numbers will remain in
whatever format I enter them rather than getting auto-formatted.
* Drag-and-drop of appointments - I can no longer drag appointments in
the calendar to another time or day.

Does anybody know how to re-enable these features? Thanks.

1. Check your phone and modem settings in control panel and ensure they are set to the correct parameters.

2. What happens when you try? Any error message(s)?

It looks like the drag-drop problem has gone away after a reboot. Not
sure what caused the problem in the first place. However, the phone
number formatting is still broken and has been for a few weeks now. By
itself it wasn't that annoying, but combined with broken drag-drop -
well I just wasn't going to stand for that! Anyways, I did check the
phone and modem settings and they appear to be correct. I even sent a
test fax to make sure my modem was working and properly set up, and it
looks like it is. And I get no errors when entering phone numbers -
they just don't auto-format and are stored as I type them.
