Sounds don't work for second user?

I am using Entourage 2008 after upgrading from 2004. I noticed this a
while back, but thought it was my imagination.

I have Fast User Switching enabled to switch between my home account
and my work account. I have Entourage opened in both users (at the
same time), but only the account that opens Entourage first gets
sounds. This problem did not happen in 2004.

Anyone know how to fix this? What is preventing the second user from
getting sound notifications? I assume some file is being locked by one
of the user accounts, but which file?
