Hello BAC,
What you are referring to is called 'instrumentation' and yes, this type of
user interface has also been referred to as a 'dashboard' which generally
applies to a collection of instruments.
Quite frankly, and briefly, unless your boss is prepared to spend some money
his or her goal is not going to be achieved as intrumenting a web
application is not plug-and-play. Instrumentation is quite sophisticated and
requires integration with a backend database. I've provided a couple of
resources to get you started with further evaluation.

graphics sites that offer J-Bots and software packages with animated
indicators like these,but I haven't found anything that shows me these
particular gifs as part of the "kit"..
