SPI and Rebaselining

On completion of a major phase we rebaselined the project schedule after
approval by the client. Surprisingly the SPI of the completed phases changed
and were now <1. Any ideas?

It is not surprising that the SPI changed because this index (as well as the
other the earned value analysis) is calculated from the baseline. So
naturally, when you re-baseline the project plan, the SPI could changed. You
didn't provide enough details to figure why the SPI is less than 1.0 But this
does mean you are behind schedule. There could be a number of reason why you
are behind schedule. (SPI = ev/pv)
