Splash screen in excel (cookies)

Splash Screen...

I would like to display a splash screen, that will hold our company
logo, and have a hyperlink for the help documentation included for the
workbook.

Also have a tick box at the bottom, with the text "Stop displaying this
message?"

If its ticked, then the screen will no longer be displayed.

An example would be very much appreciated. this is of course if its
possible.
