State system resource use if signing up for monitoring.

The proposal to sign up to have one's usage of Office monitored anonymously
for errors so that the product can be improved is fine with me. I will sign
up if I know what the likely sytem resource implications are and they are not
too high.

Try it and see how it affects your system, everybodys computer is
different, as well as their personal preception of "effects".
