Stationery Being Sent as Attachment

Using Outlook 2003. I choose my stationery, but it is
sent as an attachment instead of background to my text.
Is there a setting to change this?

Are you composing in HTML format and are you able to send HTML messages and
the receiver able to receive HTML messages?
