Still get security warning after signing

After obtaining a digital certificate and signing the code, I am still getting a single "block safe expressions" warning before the certificate is displayed on installation of the packaged database to a clean machine.

Is this normal?

I thought the point of the certificate is it would be displayed first and remove these warnings altogether.
