stop menu bar following user

I have a menu bar located on the left side of the page, the menu bar follows
the user no matter what link they choose either from the menu bar or from the
page. I did not write this menu bar, but users do not want it to follow them
especially when they choose a certain item from the menu bar is it something
as simple as open blank after choosing whatever they want from the menu or
link off the page?
