Strange behavior in Outlook XP Personal Distribution Lists

We have an attorney that wants the names in the Personal
Distribution List to be in alphabetical order for the
recipents. The lists appears fine when it is entered but
once the message is sent it takes the very last name in
the list and places it first. The rest of the list
remains in order. Has anyone else come across this or
have any suggestions?
