Strange network behavior

I have a small windows server 2000 based network with 6 clients (XP and 2000
PCs w/ MS office 2000). A couple of weeks ago we had a problem with wide
spread winsock corruption. Once resolved, any local or network based docs
take 10 -30 seconds to open. The odd part is, if a PC is physically
disconnected from the network, a local doc will open nearly instantly. But if
reconnected, the same doc will take the usual 10 - 30 seconds to open. I've
already rebuilt DHCP on the server just in case, but the problem persists. No
other hardware or software changes have occured. Any suggestions?

1) This group is for the Access Database program, I suggest you try one of
the Windows groups.

2) I've seen this if some of the security certificates were out of date and
the antivirus program has an "Microsoft Office scan" feature. If you are
connected to the network, the antivirus tries verifying the security
certificate over the Internet. If you're disconnected, that isn't possible,
so it just does a scan and lets the file open.
