Stupid Q: Within tags..use "" or not?

In your example "cats' is not a part of the tag attributes
- so it doesn't matter

But you should always enclose tag attributes in quotes as in
<a href ="http://www.somewhere.com/index.htm" target="_self">Cats</a>

Either way works. Using quotes is more correct.
