Stupid Q: Within tags..use "" or not?

Hi:

I have a really stupid question regarding html tags. My question is
regarding the ""s within tags. I have seen some books write with them,
while others leave the ""s out. Is this just a preference, or does it have
any current/futur implications?

example (cats)

<a href =http://www.somewhere.com/index.htm>Cats</a>

or

<a href =http://www.somewhere.com/index.htm>"Cats"</a>

In your example "cats' is not a part of the tag attributes
- so it doesn't matter

But you should always enclose tag attributes in quotes as in
<a href ="http://www.somewhere.com/index.htm" target="_self">Cats</a>

Either way works. Using quotes is more correct.
