Sub-Folder list

Operating System: Mac OS X 10.4 (Tiger)

I want to arrange my subfolders by numbers or letters in front of the subfolders name, but 10 slots in between 1 and 2? How can I control the order of my subfolders and not by the 'arrange by' as the options are not relevant?
