Switchboard Manager

I created a switchboard using "Switchboard Manager".
While I am designing it, the switchboard functions OK.
After I finish editing that I close the application and go
in as a user the switchboard does not work, the only
button than work is the "Close Application". When I go
back as editor (that is with the shift key) the
switchboard does not function at all.

Please help me on this.
