System Error Code 126 & Cannot Load Setup or Translator Library

One of my coworkers is getting a "System Error Code 126"
error message when she attempts to setup an ODBC
datasource (Simba client) to our Access database
interface. When she closes that dialog box she gets the
message, "Could not load setup or translator library."

I've never seen this error personally, could it be
because she's not the administrator of her PC and I am?

I'm at a loss. Any suggestions on a fix would be deeply
appreciated.
