Tab Key Doesn't Work In Message Body

Does anyone know why the Tab key will not work in my message body in Outlook
2002, SP1? It does work with HTML formatted messages, but not with Rich Text
or Plain Text messages. It does work fine tabbing between fields, but not in
the message body. I have been searching the newsgroups but have not seen a
solution yet.
