TAB on moving from 'Subject' to body

Hi folks

Template under Outlook 2003 which looks as follows:

HERE the TAB actualy jumps to


As stated in the illustration, unfortunately the TAB jumps below the end of the template instead where the user is going to place its text. Is there a possibility to have the TAB placed on a certain position?
