Table of Authorities

My office, a law firm, uses Tables of Authorities in many
documents filed in court.
New specifications from the Supreme Court of Canada
require that all Tables of Authorities refer to the cited
text's PARAGRAPH number, and no longer the page number.
Is there a convenient way to change the default behavior
of Table of Authorities to reflect this new requirement?

The only way around this I can think of would be a custom publishing
macro to process the TOA. This seems a silly ruling.
