Please advise on how to translate traditional chinese to simplified chinese
under office xp professional environment (english).There are no such issues
under chinese version office.

Office doesn't translate. You need to hire a translator to do that.

Pretty sure OP just used the wrong term. Transliterate might have been
a better term. In theory, the OP's desired operation should be no more
difficult than changing fonts. I suspect the problem is that the
English version uses single byte characters, and the Chinese
characters, which would be two byte characters in the Asian language
versions, are treated as graphics in the English version. If so,
there'd be no way to transliterate in the English version.
