Text boxes have a mind of their own - and move every which way except where I put them!

I clearly do not understand how to position text boxes, and each time I get upgraded to a new version of office my control over them
gets diminished. Today I am trying to edit a paper written in Office 2000 in Office 2003. I originally had great difficulty getting
my figures which are included as text boxes with figure titles to line up where I wanted - but eventually got them there. Of course
changing even a word of text would send them flying to every corner of the document. Today no go - no matter what I do they end up
flying to the top of another page or disappearing someplace where I cannot even find them.

Could someone enlighten me on how what settings to use to just keep them where I put them displacing the text around them?
