Themes not showing in Frontpage after applying

I have selected a theme and applied it to all pages.
When I view it in page view it never shows up. I am using
Frontpage 2002. What am I doing wrong or what do I need
to do to make the theme show up in page view in Frontpage
2002?

Open the problem page, then choose Theme from the Format
menu.

Then, in the long list box, make sure (Default) is
selected.
